Position Requires a Top Secret (TS/SCI) Clearance with a Polygraph.

The Contractor shall provide for the tasks documented in this narrative on a best effort, Level of Effort (LOE) basis with the number of FTEs listed under labor category. The hours will be managed at the overall JITR level.
The Sponsor is seeking an IT Program Manager for the purpose of oversight coordination, planning, implementation, and execution of concurrent highly visible, time sensitive, and designated critical systems for multifaceted IT organization. The organization currently maintains a backlog of over three hundred IT related requirements supporting tenants from multiple organizations.
The Contractor shall identify the technical and programmatic impacts of each customer requirement by interfacing directly with the customer and all associated stakeholders on a daily basis.
The Contractor shall communicate these technical and programmatic impacts identified with Sponsor management and leads.
The Contractor shall collaborate with appropriate stakeholders to gain consensus on technical and programmatic issues.
The Contractor shall document technical and programmatic matters supporting stakeholders.
The Contractor shall interface and collaborate with multiple groups, internally and externally, at all levels of management and workforce personnel.
The Contractor shall provide detailed project planning by identifying project life-cycle support (e.g., planning, procurement of hardware and software materials, maintenance, administration, and management).
The Contractor shall plan and coordinate network infrastructure activities such as installing, upgrading, decommissioning, or patching hardware and/or software resources by engaging with our installation team.
The Contractor shall identify potential problem areas with configuration items or artifacts and propose corrective actions for identified problem areas.
The Contractor shall support the organization’s role as the Sponsor coordinator and representative to partnering organizations.
The Contractor shall assist with Business Continuity Planning (BCP) and related policies and program.
The Contractor shall identify, inventory, and integrate disparate project requirements for identified business IT and mission IT systems considered critical and/or highly necessary for contiguous business and mission operations into an achievable operational plan expeditiously and efficiently.
The Contractor must cultivate and mature effective BCP methodologies fostering continuous process improvement across a multiple service provider environment, ensuring the integrity and availability of organizational information systems while mitigating minimal disruption to business and mission service operations.

Mandatory Requirements:

Demonstrated experience managing projects in the IT field.

Demonstrated experience creating PMF documentation (i.e., Project Charters, Project Management Plans, SRDs, Project schedules, BOMs, ROMs, ENCs, MOAs and MOUs)

Demonstrated experience managing LAN and WAN projects.

Demonstrated experience MS Project expertise

Demonstrated experience creating schedules

Demonstrated experience estimating costs

Demonstrated experience implementing design plans

Demonstrated experience briefing program information to varied audiences

Bachelor of Science degree in Computer Science, Information Systems, Engineering, or other related scientific or technical discipline

Demonstrated experience in the IT field of ten or more years.
