Description:

Position Requires a Top Secret (TS/SCI) Clearance with a Polygraph.

The Contractor shall assess existing software, databases, and system designs.
The Contractor shall make recommendations to address identified shortcomings and weaknesses in existing systems based on the outcome of this assessment, to include security vulnerabilities, performance, availability maintainability, and scalability.
The Contractor shall include in their assessment approaches to mitigate system risk when full resolution is not possible.
The Contractor shall make recommendations that align with Customer office, or enterprise-wide, higher-level strategic direction, technical policies, and practices.
The Contractor shall address needs for modernizing elements of the existing information systems and propose new solutions to meet mission needs.
The Contractor shall address the mission’s functional requirements, as well as non-functional requirements such as security, performance, availability maintainability, and scalability in their proposed solutions.
The Contractor shall provide direction for identifying and selecting appropriate technology for the mission use, including cloud based services, as part of these recommendations.
The Contractor shall work with the development team to develop or update architectural guidelines, development standards, and software engineering practices.
The Contractor shall produce implementation plans for the development and maintenance of the Customer’s systems.
The Contractor shall provide architectural guidance for system accreditation efforts.
The Contractor shall develop detailed physical, logical and data flow engineering architectures using standardized architecture practices.
The Contractor shall create content and brief both technical and non-technical audiences.

Estimated Salary:

Salary Range: Up to $215,000.00 per year

Mandatory Requirements:

The Contractor shall have the following required skills, certifications and demonstrated experience:
• Demonstrated experience leading a small team.
• Demonstrated IT Systems engineering experience.
• Demonstrated experience assessing existing cloud based environments for functional and non-functional weaknesses.
• Demonstrated experience developing and achieving approval of IT system architectures including cloud based infrastructure, GOTS and COTS software and structured and unstructured databases.
• Demonstrated experience assessing enterprise architecture and security based risks, providing mitigation recommendations and tracking progress toward resolution.
• Demonstrated experience developing and achieving approval on an IT systems architecture that reflects higher-level strategic direction, technical policies, and practices.
• Demonstrated experience developing and achieving approval on system architectures that reflects system continuity with related or integrated systems.
• Demonstrated experience developing and achieving approval on an IT systems architecture that addresses the mission’s functional requirements, as well as non-functional requirements such as security, performance, availability, maintainability, and scalability.
• Demonstrated experience creating architectural content and briefing both technical and non-technical audiences.
• Demonstrated experience developing detailed physical, logical and data flow engineering architectures using standardized architecture practices.
• Demonstrated experience investigating and providing direction for identifying and selecting appropriate technologies for the mission use, including AIML and cloud based services.
• Demonstrated experience working with development teams to develop or update architectural, development standards, software engineering practices.
• Demonstrated experience analyzing, defining, and documenting requirements for data, workflow, or logical processes.

Optional Requirements:

Other skills and demonstrated experiences that are highly desired but not mandatory to perform the work, include:
• Demonstrated experience developing implementation plans for the development and maintenance of the Customer’s systems.
• Demonstrated experience with the Customer’s security standards and methods of achieving accreditation to protect highly sensitive data.
• Demonstrated experience with Customer networks, systems and services.
• Demonstrated experience obtaining accreditation for complex systems with very sensitive data
• Demonstrated experience with Customer Enterprise Architecture Guiding Principles.
• Demonstrated experience leading teams to develop system prototypes or proof of concepts.
• Demonstrated experience in cyber security architecture with a strong understanding of the objectives, defining requirements and architectural principles cyber security.
• Demonstrated experience developing and presenting substantive technical recommendations to senior management.
• Demonstrated experience analyzing, defining, and documenting internal and external checks and controls and outputs.
• Demonstrated experience completing technical assessments of proposals and alternatives considered.
