Description:

Position Requires a Top Secret (TS/SCI) Clearance with a Polygraph.

WORK REQUIREMENTS
• The Contractor shall lead and contribute to the architecture and development of the Customer’s emerging cyber defense functions that leverage the NIST SP 800-53 Risk Management Framework (RMF), and all Approval and Accreditation (A&A) records that represent searchable technical information needed to respond to various cyber threats.
• The Contractor shall directly support the Cyber Staff Lead who reports to senior leaders such as the Directorate Cybersecurity Information Security Officer (CISO).
• The Contractor shall define and execute strategic and tactical activities for cyber defensive operations and software engineering activities.
• The Contractor shall independently design and implement a five-year strategic plan that includes an overall capability roadmap and corresponding cost model for the organization.
• The Contractor shall work closely with applications developers, application owners, and security analysts to enhance, update, modify and if needed create new solutions for existing custom applications including the use of security automation through data engineering, where possible.
• The Contractor shall assess existing security applications and commercially available tools to optimize and enhance existing architecture and functionality.
• The Contractor shall use the end-to-end NIST-defined Risk Management Framework (RMF) and have expert-level use of a variety of cybersecurity-related applications.
• The Contractor shall defend the Customer’s networks and applications from cyber threats and directed attacks.
• The Contractor shall use CSOC industry best practices and perform as the directorate’s representative.
• The Contractor shall use current industry and cybersecurity models to ensure the confidentiality, integrity, and availability of modern IT systems.
• The Contractor shall lead all efforts to improve vulnerability management, cyber intelligence, data collection, and incident response across the directorate in order to shorten the time to mitigation.
• The Contractor shall search across all available security tools such as those that produce hardware/software inventory information to identify affected enterprise or mission systems that may be vulnerable to an imminent cyber threat.
• The Contractor shall independently take the initiative to reach out to systems owners, senior officers, or executive-level leadership to resolve data calls or any potential cyber issue.
• The Contractor shall support the directorate-wide enterprise architecture efforts using industry best practices using the industry’s Unified Architecture Framework (UAF) process model and Model-Based Systems Engineering (MBSE) development tools.

Mandatory Requirements:

REQUIRED SKILLS AND DEMONSTRATED EXPERIENCE
The Contractor shall have the following required skills, certifications and demonstrated experience:
• Certification as a Certified Information Systems Security Professional (CISSP).
• Demonstrated experience as a Cyber Defender, Cyber Architect, and Enterprise Architect.
• Demonstrated experience developing a five-year cybersecurity Strategic Plan with Capabilities Roadmap and associated Cost Model.
• Demonstrated experience as an Information Systems Security Engineer, Security Officer, or Security Manager (ISSO, ISSE, ISSM).
• Demonstrated experience directly supporting, or as a partner to a CSOC or Computer Incident Response Team (CIRT) team responding to high-priority or zero-day cyber vulnerabilities or threats.
• Demonstrated experience with commonly used computer programming and query languages such as Angular, Java, Python, and SQL.
• Demonstrated experience developing software requirements that software developers use to develop new cybersecurity tools and capabilities.
• Demonstrated experience reporting technical status to senior executives in a high-tempo work environment.
• Demonstrated experience working with systems or software engineers, senior leadership teams, and executive-level leaders.
• Demonstrated experience designing and building highly secure network infrastructure services.
• Demonstrated experience evaluating and implementing best practices for the industry’s Development, Security, and Operations (DevSecOps) model.
• Demonstrated experience evaluating and implementing a multitude of community-level IT requirements such as the Cybersecurity Executive Order 14028, National Security Memo-8, and Cybersecurity & Infrastructure Security Agency’s (CISA) Zero-Trust Architecture (ZTA) across the entire directorate.
• Demonstrated experience evaluating and maturing cybersecurity practices from the yearly results of the Federal Information Security Modernization Act (FISMA) audit.
• Demonstrated experience applying the Unified Architecture Framework (UAF) model and using any vendor’s Model-Based Systems Engineering (MBSE) modeling tool.
• Demonstrated experience leading software development efforts for security applications.
• Demonstrated experience with security automation initiatives.
• Demonstrated experience with cyber or network infrastructure Artificial Intelligence or Machine Learning (AI/ML).
• Demonstrated experience with computer forensics.
• Demonstrated experience with product analysis and reverse engineering principles, for example, as used by the supply chain risk management industry.

Optional Requirements:

HIGHLY DESIRED SKILLS AND DEMONSTRATED EXPERIENCE
Skills and demonstrated experiences that are highly desired but not required to perform the work include:
• Certified as a Trusted Advisor.
• Demonstrated experience with tens of enterprise systems and hundreds of mission systems that the Customer’s organization supports.
• Demonstrated experience with systems used in the Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) Intelligence model.
• Demonstrated experience protecting IT and highly specialized technologies used by the Customer’s mission systems against worldwide or targeted cyber threats.
• Demonstrated experience with Open Source, device management software such as Velociraptor or OSquery.
• Demonstrated experience using Splunk Enterprise or other SQL-based query language.
• Demonstrated experience refactoring or re-architecting operational mission systems.
• Demonstrated experience with the industry’s Cameo Systems Modeler software application.
