Position Requires a Top Secret (TS/SCI) Clearance with a Polygraph.
The Contractor shall determine how requirements are satisfied. The Contractor shall ensure that all developed applications and modifications to existing customer applications operate in compliance with applicable documents. Planned activities shall be coordinated with all stakeholders and approved by the customer.
In making their requirements determination, the Contractor shall consider the following:
a. Use existing enterprise services rather than building single-purpose solutions.
b. Fully describe and document mission solution architecture and interfaces, with any deviation requiring prior approval via the customer-approved waiver process.
c. Ensure each new application or system enhancement meets agreed upon performance Service Level Agreements (SLAs) for system up-time, concurrent users and system recovery.
d. Monitor each application to provide status awareness and include a resolution plan for the application in the event of its failure.
e. Comply with customers Risk Management Framework (RMF) to ensure that the program addresses and mitigates vulnerabilities and risks identified throughout the lifecycle of the project.
f. Comply with customers Agile Development Framework.
The Contractor Team shall:
a. Recommend to the customer, changes to current applications and databases based on customer requirements.
b. Recommend to the customer, modernization options for data hosting, data transport, data cleansing, data exposure and data ingestion at an enterprise scale.
c. Make recommendations to the customer for modernization with a focus on performance, security, and cost, with the flexibility to store and manage large volumes of disparate, enterprise datasets while identifying the authoritative dataset and reducing dataset duplication.
d. With customer oversight, select appropriate cloud services to design and deploy applications and databases based on given requirements.
e. Manage instances of cloud infrastructure services and multiple cloud servers.
f. Manage enhancements and improvements to current data systems technology and processes, including data access authorizations against enterprise-approved user attributes and solutions with customer oversight.
g. In consultation with customers management, assist to determine both technical and business goals and make detailed plans to accomplish these goals.
h. Create functional design specifications, architectures and render support with other cloud project deliverables.
i. Continuously evaluate program progress and evaluate incoming information to ensure the program is progressing on schedule.
j. Assist the customers product owner with the assessment of program requirements and entering requirements appropriately into customers tracking tools.
k. Assist the customers product owner with mitigating or avoiding risks.
l. Assist the customers product owner in alleviating program issues.
m. Coordinate stakeholder engagements, such as user requirements sessions and training.
n. Define, analyze, track, review and categorizes technical and functional requirements.
o. Support tasks requiring collecting, compiling, evaluating and publishing information and statistical data included in documents, records, forms, reports, plans, policies and regulations.
p. Interface with stakeholders to ensure user stories are accurately and properly documented.
q. Manage agile stories via customer-approved methods.
r. Use customer-approved tracking system to document and track issues and problems.
s. Provide program or project verification and validation.
t. Provide frequent contact with customers, traceability within program documents, and the overall computing environment and architecture.
u. Provide data architecture, analyst and integration support to identify the enterprise data needs and design master blueprints, to include alignment to customers systems, data investments, business strategy for customer consideration, and data access governance as directed by multiple functional data stewards.
v. Outline high-level, integrated designs to meet requirements for customer consideration.
w. Participate in daily scrum meetings.
x. Provide operations and maintenance of databases in the cloud infrastructure.
y. Implement changes to current applications and databases based on customer requirements with customer concurrence.
z. Support customers representatives in cloud environment purchase, engineering, and architecture related activities as applicable to applications and databases.
aa. Provide project management support to the customer Software Development Lifecycle process.
bb. With customer oversight, develop applications and modifications to existing customer applications in compliance with the customers architectural and Authorization and Accreditation (A&A) process.

REQUIRED SKILLS AND DEMONSTRATED EXPERIENCE
The Contractor shall ensure, for the duration of the contract, that contractor personnel assigned to work under this contract maintain institutional knowledge and competency level necessary for all required skills, to include demonstrated on-the-job experience.
The Contractor Team shall possess and provide the following required skills and demonstrated experience:
Demonstrated experience utilizing Oracle and PostgreSQL databases.
Demonstrated experience with Tableau and COGNOS for reporting presentation.
Demonstrated experience developing and interfacing with Application Program Interfaces (APIs).
Demonstrated experience performing testing and quality assurance of developed solutions within the existing Oracle data tier.
Demonstrated experience developing, creating, and modifying data structure and data load routines for analytic use cases.
Demonstrated experience working with relational data tiers including cleansing, transforming and processing of structured data.
Demonstrated experience working with views, triggers and Oracle PL and SQL.
Demonstrated knowledge of Amazon Web Services environments, including RDS, S3, etc.
Demonstrated experience working within an Agile project management model.
DESIRED SKILLS AND DEMONSTRATED EXPERIENCE
Skills and demonstrated knowledge that are highly desired but not required to perform the work include:
Demonstrated experience as agile scrum master.
Demonstrated experience with Amazon Web Services/Cloud Data Migration Services.

Demonstrated experience collaborating with customer staff, IT customers, and other technical and non-technical staff and contractors at all levels.
Demonstrated experience with a variety of data repository types (i.e., relational, NoSQL, distributed processing framework, etc.).
Demonstrated experience creating and interfacing with REST APIs.
